A new initiative for AMPI Riviera Maya, called Pro Bienes Raices (Pro
Real Estate), will further increase the professionalism of AMPI
realtor's. The initiatives primary objective is to bring order to the
Industry of Real Estate in the Riviera Maya offering confidence to
those who visit the area for speculative investments, retirement
living, or vacations homes, in this area of commerce and industry, real
estate.
The outline of the initiative is as follows:
What is PRO Bienes Raices?
PRO
Bienes Raices consists of an Initiative created by AMPI (Mexican
Association of Real Estate Agents) of the Riviera Maya and includes
- requirements in education and
- controls for the Agencies and Agents in Real Estate and
- aplan to better the image of the County of Solidaridad.
PROFESSIONALISM
The profession of Real Estate requires agents prepared to represent a diverse group of people.
REGULATION
Organized norms that define and regulate the activities of Agents and Agencies in the county.
ORDER
Order by way of rules and limits established in the search for a common benefit for the county.
Why is this Initiative needed?
- Give confidence to a diverse group of investors
- Improve the image of the Riviera Maya
- Receive taxes due that are not being reported
- Attract more investors to the area and maintain a standard for Agencies and Agents
OBJECTIVES
Bring
order to the Industry of Real Estate in the Riviera Maya offering
confidence to those who visit the area for speculative investments,
retirement living, or vacations homes, in this area of Commerce and
Industry, real estate. There exists a necessity for trained and competent Professionals to represent the rights of the buyer and seller. There exists a necessity of Professionals who have a basic understanding of the Legal System in Mexico and the Mexican Tax Laws
How can this Initiative be Implemented?
It can be implemented by "rules" in the Municipality such as through Commercial Operating Licenses.
Who would monitor the plan of PRO Bienes Raices?
AMPI
Riviera Maya with the assistance of the County Government so that the
support of our local government authorities gives added security to
investors.
Why AMPI and why AMPI Riviera Maya?
AMPI
is the only organization in the country that is dedicated to the
Professional Growth and Regulation of it's members who are dedicated
to the Industry of Real Estate with a desire to bring confidence to the
consumer.
The members are joined under statues and a code of
Ethics for all individuals dedicated to the activity of real estate
such as Sellers of Real Estate Developments, Promoters,
Administrators, Consultants, Appraisers, and Financial Advisors.
The
confidence that AMPI brings extends beyond its Members to the public.
When a business is mentioned as being associated with AMPI, it is
recognized as a business of Quality and Confidence, which is reflected
in the manner that negotiations are completed; always offering
professionalism and honesty.
AMPI just celebrated it's 50th
Anniversary in Mexico which during that period AMPI has improved the
image of the Professional in Real Estate.
In October of 2006,
AMPI signed an agreement with the most recognized group of
professionals in the world, National Association of Realtors (NAR) who
represent the Real Estate agents in the United States.
This
agreement between the two organization is the only one that NAR has
signed with an organization of another country since AMPI represents
the best of these organizations and works under a code of ethics and a
system of education and vigilance of it's members.
AMPI is
comprised in the Republic of Mexico by sections integrated by more than
3,000 members; each section is independent and has its own Board of
Directors and there also exists a National Counsel of Directors for
twenty areas in the country.
AMPI Riviera Maya will soon
complete 9 years of existence and the section has seen an increase of
inhabitants at a level that is unlike any other in the entire world.
AMPI
Riviera Maya was formed by agents who were the pioneers of Real Estate
in the area. It was their vision which created AMPI Riviera Maya when
Playa del Carmen was only considered as a destination point for
embarkation to Cozumel.
It is those same agents and agencies who
brought a standard of professionalism in Real Estate that non-AMPI
agencies continue to this day to emulate.
The founders of AMPI
Riviera Maya and its members have taken the initiative to raise their
level of education and training in the area of Real Estate and one of
their priorities is to instill confidence in the clients.
They
understand that by maintaining control in the profession those who
benefit are - The Buyer, The Seller, The Community, and The Government.
Initiatives
and Programs such as this are those that motivate and give confidence
to the different sectors of Investors, maintain a high level of
integrity in the profession and gives an image of Modernity and
Confidence to all.
When can it be Implemented?
AMPI
Riviera Maya believes that the most basic parts of the plan can be
implemented in a few months, giving notice to the agents and agencies
and notification to the public. We would seek the support of the Bar
Association, Association of Notaries, and of Immigration authorities.
We would give notice to the Accounting Board so they notify their
clients that are dedicated to the activity of Real Estate.
Where would it be Implemented?
The
first phase of implementation would be in the Riviera Maya with a pilot
program of six months to insure that all the details of the program
could function in accordance with the plan and in the manner required.
At the end of six months, adjustments would be made to the program and it would be extended to the Island of Cozumel.
Where would it be Implemented?
This
program could be the basis for Mexico as a national program since AMPI
has been working to implement a basic requisite for education and
training of it's members.
With a Course Program approved by the
Association with more than 7 years of existence and a Federal
Certification Program in place for more than 4 years, AMPI has taken
the profession of Real Estate to new levels of education obtaining a
standard that the public expects of Professionals.
It is our
intention that this program establish a basis for a National Program
that all municipalities could use as a means to bring Mexico to the
forefront as a leader in an industry where protection of the consumer
has to be a priority.
Details of the PRO Real Estate plan
Before the end of 2007
All the agents in Real Estate and the owners of the agencies should take an ethics course.
All
the Agencies in Real Estate (or in the case of independents that do not
operate under an agency) should be registered with AMPI Riviera Maya
presenting copies of their Articles of Incorporation and/or their
registration with Hacienda.
All the "For Sale" signs should have a numbered decal from Pro Bienes Raices.
Before the end of 2008
All the agents should have their Federal Certification.
Before the end of 2009
All
the agents should have completed the Course Program in Real Estate o
have a Real Estate License from their country of origin (this in the
case of foreigners).
